Treasury Chief Rachel Reeves Plans Focused Action on Living Costs in Upcoming Financial Plan

Chancellor Reeves has revealed she is preparing "specific action to deal with cost of living challenges" in next month's financial statement.

In comments to the BBC, she noted that curbing price rises is a collective duty of both the government and the central bank.

The United Kingdom's inflation rate is forecast to be the most elevated among the G7 industrialized countries this calendar year and next.

Potential Energy Bill Measures

It is understood the government could take action to bring down utility costs, such as by slashing the current 5% rate of value-added tax charged on energy supplies.

A further approach is to cut some of the government charges currently added to household expenses.

Budgetary Limitations and Expert Expectations

The government will receive the latest report from the official forecaster, the OBR, on Monday, which will reveal how much room there is for such actions.

The consensus from most experts is that the Chancellor will have to announce tax increases or budget cuts in order to meet her declared borrowing rules.

Earlier on the same day, estimates suggested there was a £22 billion deficit for the chancellor to fill, which is at the more modest range of forecasts.

"There's a collective task between the central bank and the administration to continue tackling some of the drivers of inflation," the Chancellor stated to the BBC in the US capital, at the annual meetings of the IMF and global financial institution.

Tax Pledges and International Issues

While a great deal of the attention has been on likely tax increases, the chancellor said the most recent information from the fiscal watchdog had not changed her pledge to election pledges not to raise tax levels on income tax, sales tax or social security contributions.

She attributed an "uncertain world" with increasing geopolitical and commercial concerns for the fiscal tax moves, probably to be directed on those "wealthiest."

Global Trade Tensions

Addressing concerns about the United Kingdom's commercial links with the Asian nation she said: "The UK's national security always are paramount."

Last week's announcement by Chinese authorities to tighten export controls on rare earths and other materials that are key for high-technology manufacturing led American leader the US President to propose an further 100% tariff on imports from China, increasing the possibility of an full-scale commercial conflict between the two economic giants.

The US Treasury Secretary described the Chinese decision "economic coercion" and "a global supply chain control attempt."

Questioned on accepting the American proposal to participate in its dispute with China, the Chancellor said she was "extremely troubled" by Chinese measures and encouraged the Chinese government "not to put up barriers and limit trade."

She said the decision was "damaging for the international commerce and creates further obstacles."

"I believe there are areas where we should confront China, but there are also important prospects to export to Chinese markets, including banking sector and other areas of the economy. We've got to achieve that equilibrium correct."

The chancellor also confirmed she was collaborating with other major economies "regarding our own critical minerals plan, so that we are less reliant."

NHS Drug Costs and Funding

The Chancellor also recognized that the cost the NHS pays for pharmaceuticals could go up as a result of current discussions with the US government and its drugs companies, in return for lower tariffs and capital.

A number of the biggest global drug companies have said recently that they are either pausing or abandoning operations in the UK, with some attributing the low prices they are obtaining.

Recently, the government science advisor said the price the NHS spends on drugs would have to increase to stop businesses and drug research funding departing from the United Kingdom.

Reeves told the BBC: "It has been observed because of the payment system, that clinical trials, innovative medicines have not been offered in the United Kingdom in the way that they are in other continental states."

"The objective is to guarantee that people getting treatment from the National Health Service are able to obtain the finest critical treatments in the world. And so we are looking at this situation, and... looking to secure additional capital into the UK."
